ΕΣΠΑ Website Subsidies for Greek Accommodations: What Actually Applies in 2026

If you search for Greek website subsidies you'll find dozens of consultant pages promising 50% and 60% funding - without telling you the essential part: whether the program still accepts applications and whether your business passes the criteria. This guide tells it straight, based on the official calls, so you know what applies today and how to be ready for the next wave.

The big picture: what ran and what is closed
Digital Transformation of SMEs (the "big" program)
The «Ψηφιακός Μετασχηματισμός ΜμΕ» bundle of ΕΣΠΑ 2021-2027 (€300M total) was the program that genuinely subsidized website development. In Action 1 «Basic Digital Transformation»:
- Subsidy of 50% (60% in Just Transition and other special regions)
- Project budgets of €18,000-€30,000
- «Website, e-shop and mobile app development» was an eligible expense up to 30% of the project, alongside CRM, chatbots and online payments
The problem: applications closed on 22 March 2024. Since then the program has been in the implementation phase for approved projects only - no new applications, and no second call has been published to date (August 2026).
The two "walls" nobody mentions
Even when the program was open, two criteria excluded most small tourism operations:
- The staffing wall (FTE). Action 1 required at least 3 FTE of salaried employment in the previous year (1 FTE = one person full-time for 12 months). A family-run property with no payroll means 0 FTE - automatic exclusion. The larger actions required 5 and 9 FTE respectively.
- The activity-code wall. The eligible codes included hotels (55.10) and licensed rooms-to-let/apartments (e.g. 55.20.11.04, 55.20.11.05). The short-term platform rental codes (55.20.11.06 and 55.20.11.07) were entirely absent - the word «βραχυχρόνια» does not appear anywhere in the call.
Digital Tools for SMEs (the vouchers)
The «Ψηφιακά Εργαλεία ΜμΕ» program was the realistic option for very small businesses without staff: it covered 90% of the cost of digital solutions (e-commerce, bookings, CRM). The amounts were small though - vouchers of €630 to €990 for most cases. And it is now closed too: the second cycle winds down completely within 2026.
What is open NOW (August 2026)
North Aegean Region: «Business support with an emphasis on Tourism». Applications from 25/6/2026 to 30/9/2026, for existing micro, small and medium businesses in Chios, Mytilene and the region's small islands. Subsidy of 50% (up to 70% on the small islands), project budgets €10,000-€300,000, with eligible expenses that include promotion and marketing activities. If you run a property in the North Aegean, talk to your accountant now - and confirm in the official call whether website development is a distinct expense line.
What's expected: consultants report an upcoming second cycle of the new-tourism-business founding action (the first gave 45-60% with eligible expenses including digital promotion and Google Ads) and new SME digital upgrade actions. No official call has been published yet - when it happens, we will update this guide.
How the process works when a program opens
- Applications are submitted electronically via ΟΠΣΚΕ (app.opske.gr) with the business's TaxisNet credentials - usually handled by your accountant or consultant.
- First-come-first-served (FiFo): in many actions, applications are approved in order of submission until the budget runs out. Whoever has a ready file before the platform opens, wins.
- You pay first, get subsidized later: you implement the project, pay the invoices (amounts over €500 mandatorily through a bank), submit a certification request with invoices, proof of payment and accounting entries, and the subsidy is paid after verification.
- Mind the dates: expenses incurred before the call's eligibility start date are rejected. Don't prepay anything "to be quick" before reading the call.
The technical specifications they require (and why they matter)
The Digital Transformation call didn't subsidize just any website. It required specific deliverables:
- Content in at least 2 languages beyond Greek
- Mobile-friendly design
- Booking/ordering capability with live availability checking and online payment
- WCAG 2.1 level AA accessibility
These specifications are a good benchmark for any serious accommodation website, subsidy or not - and they're why we build our hotel and accommodation websites to these standards from day one. What's worth doing today
- Check your activity code with your accountant - if you operate under a short-term rental code, discuss whether switching to a licensed accommodation code makes sense (it has other tax and licensing implications - not an overnight decision).
- Sort out legal operation (ΜΗΤΕ registration) - it's a standard requirement in every program.
- Don't wait for a subsidy to get online. With platform commissions of 15-22% (see the numbers), a website often pays for itself within one season with no subsidy at all. If a program opens later, your next digital expenses (upgrades, booking engine, promotion) can be included then.
- Keep flawless records of every digital expense - bank payments, proper accounting entries.
